TỈNH VĨNH PHÚC NĂM 2019

1. Tăng trưởng kinh tế

Tổng sản phẩm trên địa bàn tỉnh (GRDP) năm 2019 theo giá so sánh ước đạt 78.233 tỷ đồng, tăng 8,10% so với năm 2018. Trong đó: khu vực Nông, lâm nghiệp và thủy sản đạt 4.559 tỷ đồng, giảm 2,77% so với năm 2018, làm giảm tăng trưởng chung của tỉnh là 0,18 điểm %; khu vực Công nghiệp, xây dựng đạt 36.843 tỷ đồng, tăng 13,13% so với năm 2018, đóng góp vào tăng trưởng chung của tỉnh là 5,91 điểm %; khu vực Dịch vụ đạt 16.063 tỷ đồng, tăng 6,64% so với năm 2018, đóng góp vào tăng trưởng chung của tỉnh là 1,38 điểm %; thuế sản phẩm trừ trợ cấp sản phẩm đạt 20.767 tỷ đồng, tăng 3,58% so với cùng kỳ, đóng góp vào tăng trưởng chung của tỉnh là 0,99 điểm %.

Quy mô GRDP năm 2019 theo giá hiện hành đạt 118.958 tỷ đồng; GRDP bình quân đầu người đạt 103 triệu đồng, tăng 8,47 triệu đồng so với năm 2018. Về cơ cấu kinh tế năm 2019 của tỉnh Vĩnh Phúc, khu vực I (Nông, lâm nghiệp và thủy sản) chiếm 7,37%; khu vực II (Công nghiệp - xây dựng) chiếm 62,42%; khu vực III (các ngành dịch vụ) chiếm 30,22%.

2. Tài chính, ngân hàng

Tổng thu ngân sách Nhà nước trên địa bàn tỉnh năm 2019 (không bao gồm thu chuyển nguồn) đạt 35,07 nghìn tỷ đồng, tăng 6,19% so với năm 2018 (riêng thu nội địa đạt 30,96 nghìn tỷ đồng, tăng 10,30%). Tổng chi ngân sách Nhà nước năm 2019 (không bao gồm các khoản dự kiến chi chuyển nguồn) ước đạt 17,43 nghìn tỷ đồng, tăng 7,45% so với năm 2018.

Năm 2019, theo định hướng phát triển kinh tế - xã hội của tỉnh và mục tiêu tăng trưởng tín dụng của ngành, các tổ chức tín dụng (TCTD) trên địa bàn triển khai kế hoạch hoạt động đảm bảo phù hợp với sức hấp thụ vốn của nền kinh tế; tăng cường triển khai các giải pháp nhằm tạo điều kiện thuận lợi cho khách hàng tiếp cận nguồn vốn ngân hàng; kiểm soát chặt chẽ tín dụng đối với các lĩnh vực phi sản xuất, lĩnh vực tiêu dùng, lĩnh vực có rủi ro cao. Tổng nguồn vốn huy động năm 2019 ước đạt 78,7 nghìn tỷ đồng, tăng 14,00% so với cuối năm 2018. Dư nợ cho vay ước đạt 78 nghìn tỷ đồng, tăng 16,00% so với cuối năm 2018. Công tác xử lý nợ xấu được triển khai tích cực nhằm kiểm soát ở mức an toàn, ước đến 31/12/2019, nợ xấu chiếm tỷ lệ 1,17% tổng dư nợ.

3. Đầu tư

Tổng vốn đầu tư thực hiện toàn xã hội trên địa bàn tỉnh năm 2019 theo giá hiện hành đạt 39,4 nghìn tỷ đồng, tăng 10,66% so với năm 2018. Bao gồm: Vốn khu vực Nhà nước đạt 5,8 nghìn tỷ đồng, chiếm 14,81% tổng số và giảm 12,35%; khu vực ngoài Nhà nước đạt 16,6 nghìn tỷ đồng, chiếm 42,08% và tăng 2,7%; khu vực có vốn đầu tư trực tiếp nước ngoài đạt 17 nghìn tỷ đồng, chiếm 43,11% và tăng 32,66% so với năm 2018. Năm 2019, Vĩnh Phúc có 71 dự án được cấp phép mới với số vốn đăng ký đạt 557,15 triệu USD, tăng 16,39% về số dự án và 66,62% về vốn đăng ký so với năm 2018.

4. Tình hình đăng ký doanh nghiệp

Năm 2019, số doanh nghiệp thành lập mới đạt 582 doanh nghiệp, tăng 11,30% so với năm 2018. Theo ngành nghề kinh doanh chính, trong năm 2019 có 201 doanh nghiệp thành lập mới trong ngành công nghiệp chế biến, chế tạo (chiếm 34,53%), tăng 17,29% so với năm trước; 150 doanh nghiệp ngành bán buôn, bán lẻ (chiếm 25,77%), tăng 8,25%; 119 doanh nghiệp ngành xây dựng (chiếm 20,44%), tăng 12,32%;...

5. Chỉ số giá tiêu dùng

Chỉ số giá tiêu dùng (CPI) bình quân cả năm 2019 tăng 2,04% so với bình quân năm 2018 do tác động của một số yếu tố: Ảnh hưởng của dịch tả lợn châu Phi gây thiếu hụt nguồn cung thịt lợn, làm cho chỉ số giá nhóm thực phẩm tăng 5,34%, kéo theo chỉ số giá nhóm hàng ăn và dịch vụ ăn uống tăng 4,05% so với cùng kỳ năm 2018; việc điều chỉnh giá bán điện tăng thêm 8,36% đã làm cho chỉ số nhóm điện sinh hoạt tăng 6,56% kéo theo chỉ số chung của nhóm nhà ở, điện nước, chất đốt và VLXD tăng 1,18% so với bình quân cùng kỳ; việc điều chỉnh giá dịch vụ y tế theo Thông tư của Bộ Y tế dẫn đến chỉ số giá nhóm thuốc và dịch vụ y tế tăng 4,08% so với năm 2018; chỉ số giá nhóm giáo dục tăng 4,52% do thực hiện theo lộ trình Nghị định số 86/2015/NĐ-CP ngày 02/10/2015 quy định về cơ chế thu, quản lý học phí đối với cơ sở giáo dục thuộc hệ thống giáo dục quốc dân và chính sách miễn, giảm học phí, hỗ trợ chi phí học tập từ năm học 2015 - 2016 đến năm học 2020 - 2021,…

6. Kết quả sản xuất kinh doanh một số ngành, lĩnh vực

Năm 2019, sản xuất trồng trọt trên địa bàn tỉnh phát triển ổn định do thời tiết tương đối thuận lợi cho cây trồng sinh trưởng và phát triển, cơ cấu cây trồng có sự chuyển dịch theo hướng tích cực. Do vậy, năng suất các loại cây trồng chính đều cao hơn so với cùng kỳ. Sản xuất chăn nuôi năm 2019 gặp nhiều khó khăn do dịch tả lợn châu Phi xảy ra tại nhiều địa phương trên địa bàn tỉnh đã gây thiệt hại lớn cho người chăn nuôi và ảnh hưởng không nhỏ đến phát triển của ngành Nông nghiệp.

Trong công nghiệp, ngoài 2 ngành sản xuất chủ lực của tỉnh là ngành sản xuất ô tô và xe máy gặp nhiều khó khăn trong khâu tiêu thụ dẫn tới sản lượng sụt giảm, các ngành còn lại đều đạt mức tăng trưởng khá, đặc biệt sự phát triển của ngành sản xuất linh kiện điện tử đã bù đắp cho mức tăng trưởng âm của hai ngành nói trên, giúp duy trì đà tăng trưởng cho ngành công nghiệp.

Tình hình kinh doanh thương mại, dịch vụ trên địa bàn tỉnh có sự phát triển khá so với cùng kỳ. Số lượng các đơn vị tham gia kinh doanh thương mại, dịch vụ tăng; nhiều đơn vị đã mở rộng ngành nghề, đa dạng hóa các mặt hàng và phương thức kinh doanh. Cùng với đó, công tác quản lý, kiểm tra, kiểm soát thị trường giá cả và chất lượng hàng hóa được tăng cường, góp phần đẩy mạnh hoạt động thương mại và dịch vụ, nên kết quả lưu chuyển hàng hóa và dịch vụ trên địa bàn tăng khá so với cùng kỳ, đáp ứng tốt cho nhu cầu sản xuất và tiêu dùng của nhân dân.

7. Một số vấn đề xã hội

Công tác giải quyết việc làm trong nước và xuất khẩu lao động trong năm được tỉnh quan tâm và triển khai các chính sách hỗ trợ thiết thực. Sàn giao dịch việc làm của tỉnh tiếp tục được đầu tư cơ sở vật chất, kỹ thuật, nâng cao năng lực cho đội ngũ cán bộ đảm bảo vận hành hiệu quả nên kết quả thực hiện ở lĩnh vực này đã vượt kế hoạch. Ước cả năm toàn tỉnh giải quyết việc làm cho 24,4 nghìn lao động, tăng 6,2% so với kế hoạch đề ra; trong đó có 2.000 người đi làm việc có thời hạn ở nước ngoài.

Công tác đảm bảo an sinh xã hội tiếp tục được quan tâm thực hiện bằng những giải pháp thiết thực, hiệu quả. Phong trào “Đền ơn đáp nghĩa”, các chính sách, chế độ đối với người có công, thân nhân người có công với cách mạng được thực hiện tốt, đã huy động được toàn thể các cấp, các ngành, các tổ chức chính trị - xã hội, cộng đồng dân cư tham gia, qua đó góp phần ổn định và nâng cao đời sống vật chất, tinh thần của thương binh, bệnh binh, gia đình liệt sỹ và người có công.

Hoạt động giáo dục và đào tạo của tỉnh tiếp tục có bước tiến tương đối toàn diện, công tác quản lý giáo dục được đổi mới theo hướng tăng quyền tự chủ, tự chịu trách nhiệm cho các nhà trường; nội dung, hình thức kiểm tra đánh giá hoạt động học tập của học sinh được đổi mới; cơ sở vật chất trường học và trang thiết bị học tập được quan tâm đầu tư, trong đó ưu tiên đầu tư cho một số trường mầm non ở các xã miền núi, xã nghèo, xã xây dựng nông thôn mới còn thiếu phòng học; chất lượng phổ cập mẫu giáo cho trẻ mầm non 5 tuổi, phổ cập tiểu học và phổ cập THCS tiếp tục được giữ vững; trong cuộc thi THPT quốc gia năm 2019 chất lượng điểm trung bình các môn thi của học sinh trong tỉnh đứng thứ 6 toàn quốc, kết quả tốt nghiệp đạt 97,86%.

Chất lượng dịch vụ khám, chữa bệnh được tiếp tục cải thiện ở cả 3 tuyến; công tác kiểm tra, giám sát dịch bệnh được thực hiện chặt chẽ; các chương trình mục tiêu về y tế tiếp tục được duy trì, triển khai có hiệu quả. Công tác quản lý, bảo đảm an toàn vệ sinh thực phẩm tiếp tục có chuyển biến tích cực, công tác thanh tra, kiểm tra và xử lý vi phạm an toàn vệ sinh thực phẩm được các cấp, các ngành thực hiện quyết liệt.

Công tác tuyên truyền, cổ động, tổ chức các hoạt động văn hóa nghệ thuật, vui chơi giải trí, triển lãm, biểu diễn nghệ thuật, chiếu phim, tổ chức lễ hội truyền thống chào mừng các ngày lễ của đất nước, của tỉnh được các đơn vị tích cực triển khai thực hiện theo kế hoạch năm; các hoạt động diễn ra sôi nổi, đa dạng, rộng khắp, đảm bảo trang nghiêm, trật tự, tiết kiệm, đúng quy định. Trong kỳ, tình hình an ninh trật tự, an toàn xã hội nhìn chung ổn định, đảm bảo tuyệt đối an toàn các sự kiện chính trị, xã hội quan trọng diễn ra trên địa bàn tỉnh.

OVERVIEW ON SOCIO-ECONOMIC SITUATION

OF VINH PHUC PROVINCE IN 2019

1. Economic growth

Gross regional domestic product (GRDP) in 2019 at constant prices was estimated at 78,233 billion VND, an increase of 8.10% over 2018. GRDP at current prices reached 118,958 billion VND in 2019, GRDP per capita reached 103 million VND, went up 8.47% in comparison with 2018. 2. Finance and banking

Total State budget revenues in 2019 (excluding brought forward revenues) were estimated at 35.07 trillion VND, an increase of 6.19% in comparison with 2018 (only domestic revenues reached 30.96 trillion VND, went up 10.30%). Total State budget expenditures in 2019 gained 17.43 trillion VND (excluding estimate of brought forward expenditures), an increase of 7.45% in comparison with 2018.

In 2019, in line with the socio-economic development orientation of the province and the credit growth target of the finance and banking activities, credit institutions (CIs) in the area deploying operation plans to ensure suitability with capital absorption of the economy; strengthen the implementation of solutions to create favorable conditions for customers to access bank capital; strictly control credit for non-production, consumer and high-risk sectors. Total mobilized funds in 2019 were estimated to be worth 78.7 trillion VND, an increase of 14.00% over the end of 2018. Loan outstanding balance was expected at 78 trillion VND, an upturn of 16.00% compared to the end of 2018. Non-performing loans were actively managed in order to control it under the safety threshold, as of December 31^st, 2019, the non-performing loans accounted for 1.17% of the total loan outstanding balance.

3. Investment

Total implementation investment in the province at current prices in 2019 reached 39.4 trillion VND, an increase of 10.66% over 2018, including: the State sector’s investment reached 5.8 trillion VND, accounting for 14.81% of the total investment and decreasing by 12.35%; the Non-State sector’s investment was 16.6 trillion VND, making up 42.08% and expanding 2.7%; the foreign direct investment (FDI) sector’s investment obtained 17 trillion VND, sharing 43.11% and rising 32.66% compared to 2018. In 2019, Vinh Phuc province had 71 newly licensed projects with total registered capital of 557.15 million USD, increased by 16.39% in the number of projects and 66.62% in the registered capital in comparison with 2018.

4. Enterprise registration

In 2019, the number of newly established enterprises reached 582 enterprises, an increase of 11.30% over 2018. 5. Consumer price index

Average consumer price index (CPI) in 2019 increased by 2.04% over the 2018 average index due to the impact of some factors: The impact of African Swine Cholera caused a shortage of pork, causing the food group price index to increase by 5.34%, resulting in the food and foodstuff service price index up by 4.05% compared to the same period in 2018; the adjustment of electricity price increase by 8.36% made the domestic electricity index increase by 6.56%, making the general index of housing, electricity, water, fuel and construction materials up 1.18% compared to average over the same period; the adjustment of health service prices according to Joint Circular of the Ministry of Health, led to a rise of 4.08% in prices of medicine and health care services in comparison with 2018; price index of education category increased by 4.52% due to the implementation of the roadmap under Decree No. 86/2015/NĐ-CP dated October 2^nd, 2015 stipulating the mechanism for collecting, managing tuition fees in educational institutes under the national education system as well as policies on exemption and reduction of tuition fees, supports of study expenses from school year 2015 - 2016 to 2020 - 2021…

6. Business production results in some economic activities, sectors

In 2019, the crop production in the province witnessed stability due to relatively favorable weather for plants to grow, the conversion of crops pattern towards positive direction. Therefore, the yield of major crops was higher than the same period. Livestock production in 2019 faced many difficulties because of the African Swine Fever occurred in many localities in the province, causing great losses for farmers and significant impact on the development of the agriculture sector.

In industry, apart from the two main production sectors of the province, the automobile and motorbike manufacturing industry faced many difficulties in consumption, leading to a decline in output, the remaining sectors achieved good growth rates, especially the development of electronic components manufacturing offset the negative growth of the two industries mentioned above, helping to maintain the growth momentum for the industry.

The situation of trade and service business in the province developed quite over the same period. The number of units, establishments engaging in trade and service business increased; many establishments were large-scale, diversified products and business methods. Along with that, the management, inspection and control of the market price and quality of goods had been strengthened, contributed to promoting trade and service activities, so the result of goods and services flow on the area increased significantly over the same period, met the production and consumption needs of the people.

7. Some social issues

The activities of creating job and labor export during the year in area had been concerned and implemented essential support policies. The Vinh Phuc's job bazaar continued to be invested in facilities, techniques, capacity building for staff to ensure effective operation, so the implementation results in this area exceeded the plan. It was estimated that the whole province created jobs for 24.4 thousand workers, an increase of 6.2% compared to the plan; including 2,000 people who worked abroad for a certain period of time.

Ensuring social security continued to be concerned with practical and effective solutions. The movement “Returning favors, gratitude to the origin”, the work of addressing regulations and policies for national devotees and their relatives was implemented well, it mobilized the participation of all authorities, sectors and political - social organizations, communities, thereby contributed to stabilize and improve material and spiritual life of the war invalids, sick soldiers, revolutionary martyrs' families and national devotees.

Education and training activities of the province continued to have relatively comprehensive steps, education management was renewed in the direction of increasing autonomy and self-responsibility for schools; the content, form of assessment of learning activities of pupils were renovated; school facilities and learning equipment were invested, in which priority was given to some kindergartens in mountainous, poor and building new countryside communes that lacked classrooms; quality of universal preschool education for preschool children aged 5 years, primary education and secondary education continued to be maintained; In the national high school graduation examination in 2019, the quality of average scores of subjects of the pupils in the province ranked the 6th nationwide, graduation rate of high school pupils reached 98.1%.

The quality of health check-up and treatment services continued to be improved at 3 levels; Disease inspection and supervision was strictly carried out; The target programs on health continued to be maintained, and deployed effectively. The management and assurance of food hygiene and safety continued to change positively, the work of inspection, checking and handling violations of food hygiene and safety was strictly implemented by all authorities and sectors.

The work of propaganda, advocacy, organization of cultural and artistic activities, entertainment, exhibitions, art performances, film screenings, traditional festivals on occasion of provincial and national holidays took place in accordant with the year plan; The activities took place excitingly, diverse and widespread, ensuring solemnity, order, saving in accordance with regulations. During the period, the situation of political security, social order and safety was generally stable; absolutely ensuring safety for important political and social events occurred in the province.
